I can use the Beta version of Outlook in my Firefox browser and can change to the dark mode.
However, I fail to see why it is one of the most requested faetures as I find it far too dark.

Each to their own as the saying goes.

One of the things which I like is the clarity in this particular Dark Mode. Sometimes white text on a black background is more difficult to read than the other way round. Personally, I've decided that I prefer the appearance, so I'll be staying with Dark Mode. As long as it's enabled, it will work in any browser.

Microsoft confirmed on Outlook's uservoice forum today that Outlook.com (the beta version of the webmail site at least) could be toggled into the much-requested Dark Mode, switching the selected theme (only the default blue theme at present) into a darker version.
