When that's done, open Windows Explorer - This PC and double click on the USB drive.

This will open to its files where you will then double click on setup Application which will start the process.

This takes about 3˝hrs on mine.

It downloads, then gets to about 29%, and says there is a problem.

Do you have or can you get access to another machine to create the install media ?

Can you right click on Start and select Event Viewer.

When it opens, ensure Event Viewer (Local) is highlighted in the left pane - if it isn't then just click on it.

When it has read the data etc click on Error then on View All Instances of This Event in the lower right pane then look for the date and time stamp of any errors that occurred when you got the 29% problem.

Try the download again and then check Event Viewer if you can't pin a time to it.

Clicking on any will produce a bit more info in the pane below.

To copy & paste any into your reply, click on Copy/Copy details as text in the lower right pane then right click in the reply box and select Paste and we'll have a look at them.

I am unable to locate the relevant Event Viewer error.

Therefore, I will have to wait until I try running it again.

Right, just tried the Media Creation Tool, again.

Received an error message, saying 'unable to run this tool', and error code 0xC1800116-0xA001A (not sure how far it made it).

May be caused by your anti virus blocking the writing of files to the USB stick.



Try disabling any antivirus and running the .exe as admin.

I disabled Windows Defender anyway.

I will try your suggestion 'run as admin' in a while.

What size USB are you using ?

My brother found that a 4GB USB was too small for 1803 and had to use an 8GB one.

Not sure what error code he got though.

A 32gb Sandisk Cruzer. (8gb min recommended)


I think I know what might have caused it.

I found a website that says the USB drive should be formatted as FAT32, mine was formatted as exFAT.

So, now I'm reformatting that and waiting to see what happens.

FAT32 or NTFS should work.

If reformatting the USB doesn't do it then download and SAVE the ISO as for creating a DVD then use Windows USB/DVD Burner Tool to create the bootable USB.

For some reason it saves it to the Docs folder.

Cancel the disk burning bit in the process to come out of the MCT and download the burner tool.
