While I've come across an AV program momentarily blocking a connection, this is the first where it reduces the speed.

It could be because of a conflict with something you have installed on your computer that is in the Start up menu.

With Avast reinstalled, go Start - type msconfig and press enter.

(MSE can be uninstalled using Programs and Features)

Under the Startup tab click on Disable all - Apply - OK - Restart then check your speed.

If it's still low then go back into msconfig and under the Services tab check the box to Hide all Microsoft services then hit Disable all - Apply - OK - Restart but ensure Avast is still enabled and check the speeds.

If disabling all under the Startup tab resolves then you will need to re-enable just one item at a time and reboot until you find the one that is conflicting, but you don't really need any programs enabled in the Startup menu.

In my Win 7 I only have Realtek HD Audio Manager enabled.

If disabling all non-MS services resolves, then repeat that procedure for the Services.

If the clean boot has no effect then check the button for Normal start up - Apply - OK - Restart and then you will need to uninstall Avast again and reinstall MSE as I doubt that will cause any problems.
