Default Bricked Ipad

I'm asking this on behalf of a colleague. He had an ipad, with a lot of family photos on it. It has recently stopped working completely. He took it to the Apple shop, and they said there is no way of getting the photos back from the hard drive, but he asked me to have a look. I couldn't get it to anything either. When we returned to work, he said on his new ipad, his photos had started appearing slowly. I could only imagine, they were back up to some cloud account, but he didn't know how, as he hadn't done it. Today, he told me they have gone again.
Can anyone explain what's happening? And, can the drive be removed from the old ipad, to retrieve the photos?

IF a backup was made to the cloud then it can be restored to his new Ipad.

Thanks Sneaky, I appreciate that. It's the fact they came back on their own, then disappeard again that's the mystery. As I said, he doesn't recall backing them up I'll look at the link, it might help him get them back.
