Are you able to do it with your UAC turned off or set much lower ?

I don't know if Windows will let you do that ?

Did you try it in Safe Mode with Networking - or is it even stopping you from using that mode ?

I don't know if a repair install would resolve this but you would need to download and create the install media on another machine and then see if it will allow you to perform the repair install as it has to be done from within Windows.

You could try downloading and creating the install media in Safe Mode with Networking with the UAC off or lower but the repair install can only be done in normal mode.

Have you tried the method 3 from my last link?
Method 3:
Try to create a new user account and check if it helps.
If you can install under a new user then the problem is with your profile. I seem to remember that this has happened to others.

tried 2 different profiles. not been able to get this laptop into safe mode. Whats the best method

Problem solved finally managed yo open safe mode. Re-downloaded program and installed.

Try downloading your program and selecting Save and then right click on it to take ownership to see if it will install then when you unpack the .zip.

Perhaps it's time to try a repair install.

Do you still have Tweaking.com Windows Repair program installed and if so - which version ?
