Default Windows 10 keylogger

Firstly, I apologise if I am posting this in the wrong place. It's my first time posting anything here.

In Issue 439, P49, there is a small section on the bottom right which explains about the Windows 10 Keylogger and how to turn it off. When I went to settings>Privacy>General, there was no sections about sending Microsoft information about how I write. So my questions are, (1) have they removed that now, and (2) if not, have they buried that in a place other than the Privacy>General tab?

It may be under speech inking and typing, I have mine set to off.

The easy way to turn off all MS's intrusive utilities is to install O&O Shutup 10. It brings them all together in the same place.
